William,
I've got a 99 with the spacer removed, a 155 main jet, and I'm running a punched HD dyna muffler. I'm not sure what I'm getting around town, but on the highway I'm between 47 and 50 mpg. Anyone that says they're getting 70 mpg from this bike is smoking dope.
Removing the spacer makes the bike run richer. If you are trying to lean it out to save gas and sparkplug $, you need to leave that thing in. Once you get your carb clean and re-jetted to stock, then take a look at your plug and go from there. In about 2 years on this forum, I've never heard anyone say they've gotten better mileage than stock, which is probably aroud 55-60, tops.
